Terms of Reference (ToR) for the Design, Development, and Deployment of an Integrated Records and Document Management System (RDMS) for Tilime Foundation 1. Background and Context Tilime Foundation recognizes the critical importance of efficient records and document management for enhancing operational efficiency, ensuring legal compliance, protecting institutional memory, and supporting transparent governance. Currently, records management practices are partly manual, resulting in operational inefficiencies and compliance risks. In response, the Foundation seeks to develop a fit-for-purpose, standards-compliant, highly integrated, and secure Records and Document Management System (RDMS) capable of managing the full lifecycle of physical and electronic records, including structured and unstructured data. The system must ensure end-to-end records lifecycle management, meeting rigorous international standards such as Metadata, ISO 15489, DoD 5015.2, and applicable national information governance policies.
